A. Background Republic of Korea Air Force (ROKAF) faced difficult times externally with N. Korean nuclear test in October 2006. Internally a decline in the number of experienced airmen, and the prolonged lull after the armistice resulted in a lax sense of readiness.
B. ROKAF Transformation The Chief of staff, General Kim, Eun Gi assumed his office during the most trying time for ROKAF. He proposed plans to enforce rules and disciplines, and to regain the trust of the public by transforming ROKAF into a capable force.
C. Soaring Eagle Project The project consists of six major parts. It was a large scale project encompassing all air force. The first part focused on reforming education and training. The second part focused on creating a rational human resources management system to build a transparent HR system. The third part focuses on concretizing the future vision. The fourth part focuses on securing dominant operation capability. The fifth part focuses on building an aerospace force. And the final part focuses on the Balanced Score Card (BSC) system transforming the air force into a systematic organization.
D. Results
a. Producing Capable Personnel - ROKAF introduced a domestically manufactured T-50 aircraft and was able to reduce training time by five months. Furthermore, training expense was saved by around $700,000 per pilot.
- ROKAF was able to establish a training environment without having to interfere in the personnel service period. Currently, training courses provide school credits (12 courses, 14 subjects)
b. Rational Human Resources Management - Online job training programs are provided to master sergeant rank or above. Education results are reflected in personnel evaluation in order to motivate learning and participation.
c. Realizing Future Vision - Since its first deployment, the Daiman unit accomplished several impressive records such as 2000 combat operation hours without accident, It also achieved 1000 combat operation sorties, and reached its 1000th day in Kuwait as of July 2007.
d. Acquiring Dominant Operation Capability - In the case of F-4E aircraft, the availability rate was improved through enhancing maintenance capability and minimizing failures. In 2006, the rate of failure per 100 sorties was 2.39. In 2007, it was 2.04. In the case of KF-16, the availability rate was 66% on April 2007. The rate was increased to 80% by December 2007. As of April 2008, the rate reached 82%.
- The aircraft availability rate is above 85% this year, and the maintenance budget was increased by 39% to reach 627 million dollars. - KOLAS certification for POL Test was acquired to improve test capability and to increase credibility in D-level POL test results.
e. Establishing an Aerospace Force - During the Dubai conference, ROKAF presented the IMFACC plan and received positive responses from 25 countries participated in the conference. Which is a plan to build a International Military Flight Training Center.
f. Operation System Reform - In order to regain public confidence on logistics system previously damaged by poor maintenance and aircraft-related accidents, the Logistics Command acquired the ISO 9001

Kim, Eun Gi entered the ROKAF at ROKAF Academy in 1974 and studied in Physics from U.S Navy Post Graduate Course in 1984. After being promoted to a general in 2000, he has attained his Ph.D in Politics from Gyung-gi University in 2003. He studied continuously at the Seoul National University Graduate School of Administration in 2006 and Korea University Graduate School of Administration in 2007. He served as the ROKAF Assistant Chief of Staff in 2005 and as the Director of Korea Defense Intelligence Agency in 2006. In 2007, Kim became the Chief of Staff of ROKAF.
