World events are changing the definition of strategic military advantage.  Massive
force has given way to speed, tactical flexibility and information dominance.  In
2003, Rockwell Collins played a key role in helping the military achieve this
transformation.

A fully automated, networked communications solution is critical to creating a
strategically responsive force dominant across the spectrum of military operations.
Rockwell Collins, with its expertise in radio frequency (RF) and networking,
provides solutions for routing, connecting and displaying data from platform to
desktop to the soldier in the field.

Examples of innovations achieved in 2003 include:

Tactical Targeting Network Technology (TTNT) – Working with the Defense
Advanced Research Projects Agency (DARPA), Rockwell Collins is developing
TTNT, a high-speed, high-capacity, low-latency, ad hoc network capable of
transmitting data over 100 nautical miles in 2 milliseconds. This speed enables
data correlation among multiple air or ground platforms, precisely locating time-
critical targets.  TTNT provides complete communication and battlespace
connectivity among U.S. forces, with a nearly 100-fold increase in system
capacity.

Joint Tactical Radio System (JTRS) –Rockwell Collins is developing an open
system communication solution that turns radios into multi-use communications
centers with voice, data and video capability, by switching software.  JTRS is
designed to allow the DoD to realize a goal of secure, real-time interoperability for
Tri-service, Allied and Joint operations.  Additionally, the Wideband Network
Waveform (WNW) will allow JTRS radios to communicate with each other as they
move around the battlespace over a wireless local area network (LAN).

Objective Force Warrior (OFW) –Rockwell Collins is leveraging its expertise in
display technology to provide the headgear for Phase II of the U.S. Army's OFW
Advanced Technology Demonstration Program. 

The Army's vision for the OFW is a highly lethal, survivable, networked soldier
within a small combat team operating across a spectrum of future Army and joint
service operations. The OFW system will provide complete situational awareness,
fully integrating the individual soldier into joint and combined arms operations.
Defense Advanced GPS Receiver (DAGR) – Rockwell Collins was recently
selected to provide the U.S. Army with the next-generation hand-held GPS
receiver.  Building on the company’s successful Precision Lightweight GPS
Receiver (PLGR), with more than 185,000 units delivered world-wide, Rockwell
Collins has developed a highly capable, lightweight receiver that significantly
reduces the number of batteries a soldier has to carry and, as a result, is
expected to save the government hundreds of millions of dollars. DAGR is
expected to become the hand-held standard for GPS position and navigation while
providing precise timing to synchronize tactical radios for the U.S. Army's digital
battle space.

Rockwell Collins is helping the U.S. Department of Defense (DoD) meet its
transformation objectives by leveraging investments made in its commercial and
military business segments, technology developed in current transformational
programs and ongoing R&D. These investments lead to innovations that help the
U.S. military communicate at the “Speed of Battle.”

Clay Jones is chairman, president and CEO of Rockwell Collins, a position he was
appointed to in June 2002.  Jones joined Rockwell International (former parent
company of Rockwell Collins) in 1979 after serving in the U.S. Air Force as a
fighter pilot.  Jones holds a bachelor degree from the University of Tennessee and
a master’s degree in administration from George Washington University.
