Company Description: MIBA is one of the most active non-profit business promoting organizations in Russia. It unites 200 companies, banks and enterprises from various sectors of economy and from 21 countries. Mayor of Moscow Yuri Luzhkov has been twice re-elected as its President. MIBA’s main goal is to help, advise and protect its member companies in their professional activities in Moscow and Russian regions.

Since joining MIBA as General Director in April 1998 Alexander I. Borisov has
transformed a locally based business promoting organization of 30 member
companies into a strong international association of 200 members. In the same
period the number of events organized annually by MIBA went up five-fold (from 15 to 80), MIBA representatives abroad increased more than three-fold (from 4 to 15), and representatives in Russian regions – four-fold (from 8 to 32).

2002-2003 was the year of the 5-th anniversary of MIBA foundation and,
consequently, brought about a new and decisive step in its development. Mr.
Borisov focused the activities of the Association members on creating two working
groups on Corporate Governance and Russia’s WTO Joining. They resulted in two
detailed documents: 10 Principles of Russian Business Ethics and Russia’s WTO
Entry. Both documents are efficient for business community and Ministry of
Economic Development and Trade. As member of Advisory Committee on
Customs Policies he participated in improving the new Customs Code of the
Russian Federation that will be in force as of January 1, 2004. Member of the
Board of the Russian Chamber of Commerce and Industry, he organized and
chaired several important conferences: Transparency of Russian Business,
Franchising in Russia, Russian Retail etc. As the Counselor to Moscow Mayor he
participated in the working group on elaborating “Investment Activities in Moscow”
draft-law.

To improve communicating within the Association, as well as with it’s member 
companies, in mid 2003 Mr. Borisov introduced a weekly Friday Newsletter in
which he personally writes a column on the main problems of domestic and foreign
business community in Russia. In the last nine months Mr. Borisov is moderating
a short weekly business program on 3-d All-Russia TV-channel.

MIBA web-site (http://www.mibas.ru) witnesses ever growing flow of information on everyday activities, investment projects, economic and legal news. This year the
number of the web-site visitors registered an increase of 40% and the  web-site
geographical coverage extended by 30%. Two new web-sites were started in 2002-2003: http://www.berlin2003.ru and http://www.businessforum.ru.

Led by Mr. Borisov MIBA is one of the most active initiators and organizers of
business Forums and Conferences. Moscow-Invest 2003 VI International Forum
gathered well over 800 participants and received a welcoming address from
President of the Russian Federation Vladimir Putin. This year MIBA organized two
other important  international investment events in Madrid and Berlin for the
Southern Federal District of Russia.  Both Forums resulted in about $2 bln of
investments into the District.

MIBA beyond any doubt is an important tool of economic stability in Russia. It’s
due to considerable MIBA efforts that many foreign member companies (i.e.
PepsiCo, Procter & Gamble, Unilever, Metro Cash & Carry, BASF, Nestle, DHL,
JTI, Sun Group and others) are developing their businesses in Russia. In the last
five years investments of MIBA foreign member companies, taken alone, in Russia
totalled approximately $5 billion.

Mr. Borisov is MIBA General Director since April 1998. Before MIBA he was
International Relations Dpt Deputy Director and Director at the Moscow Mayor’s
Office for 10 years. He is Moscow Mayor’s Ñounselor for relations with foreign
business community, Russian CCI Board member, Rossica Moscow Rotary Club
Founding President, Friends of France Society Presidential Council member and
Chevalier de I’Ordre National du Merite, France. Mr. Borisov was awarded 5 USSR medals.

Mr. Borisov graduated from Foreign Languages Military Academy, Moscow (1970). Retraining courses: City Management Institute, Moscow (1986), National
Economy Academy, Moscow (1994), Hanyang University, Seoul (1996). Mr.
Borisov is Doctor of Sciences (International Relations, 1999) with Russian
Encyclopaedic Academy.
