Nomination Title: Timothy P. Keenan, President and Chairman of the Board of Directors, High Performance Technologies, Inc. (HPTi)

1. Tell the story about what this nominee achieved in the past year (up to 500 words). Focus on specific accomplishments, and relate these accomplishments to past performance or industry norms. Be sure to mention obstacles overcome, innovations or discoveries made, and outcomes:

In 2006, the federal IT industry experienced significant delays in contract
awards and tightened budgets due to the Iraq war. Industry internal growth
rates plummeted to 7% from 15% in 2005, and industry profit margins fell as
competition increased for fewer programs.

In the face of these industry trends, however, HPTi President Tim Keenan and
HPTi flourished to generate record financial results. HPTi’s total revenue
increased to $50.7 million, a 21% increase from 2005 and significantly ahead
of the 7% industry average. In addition, HPTi’s service revenue increased to
$50.6 million—a 22% increase over 2005.

Why was HPTi able to achieve these results when much larger companies
faltered? Tim firmly believes that the answer lies in HPTi’s commitment to
its core values. Our unwavering commitment to Great Team, Mutual Respect,
Career Focus, Client Commitment, and Integrity has allowed HPTi to succeed
despite industry trends. Fifteen years ago, Tim co-founded HPTi upon these
principles, and he believes that the results speak for themselves.

In upholding its core values, Tim and HPTi display a strong commitment to
community outreach. This is because Tim and HPTi believe that improving the
quality of life for others improves our quality of life as well. As part of
this commitment, Tim serves on the Board of Directors of the Fairfax
Partnership for Youth. Based in northern Virginia, this organization is
dedicated to “Bringing the Community Together to Reduce Youth Violence and
Promote Positive Youth Development.” The organization is particularly engaged
in reducing the spread of gang activity in Fairfax County, VA, by developing
programs to combat this troubling trend. These include after-school programs,
the Support on Suspension (SOS) program, and programs that provide mentoring
to troubled youth as well as youth suicide and depression counseling. In
2006, Tim and HPTi were heavily involved in organizing the Youth Services
Awards for this organization. HPTi provided awards criteria, helped
administer the contest, and assisted with the judging. Tim also chairs
Changing Lives, a program that recognizes adolescents for their community
contributions.

HPTi also regularly sponsors local youth organizations, providing funds that
contribute to the purchase of equipment and other essentials. This year, HPTi
sponsored nine youth activities, including a high-school crew team, four
soccer teams, two football teams, one baseball team, and one basketball team.
On a more personal note, Tim has coached youth basketball for over 19 seasons.
This past year, Tim was inducted into the Winning Workplaces’ “Best Bosses”
hall of fame. Winning Workplaces’ Best Bosses recognition program has honored
innovative leaders of small and midsize businesses who have created tightly
knit workplaces and inspired intensely loyal workers. According to Winning
Workplaces, Tim and the other Best Bosses demonstrate a common theme: they
fully involve their employees in the success of the organization by offering
extensive training, generous benefits, open-book management, and direct
ownership.

Also in 2006, Tim was recognized by his alma mater with The Ohio State
University Professional Achievement Award for his outstanding contributions to
his profession.
